2. Purpose

1.Contributes to improve the educational sector and increase human resources effectively in Cambodia with Royal government which the Ministry of Education Youth and Sport and the Accreditation Committee of Cambodia(ACC) are secretariats and in accordance with the Royal Governments' Rectangular Strategies under the strong and wise leadership of the most intelligent prime minister, Samdach Akka Moha Sena Padei Techo Hun Sen, who provides security and peace throughout the country by developing all fields.

2.Attract the students of BELTEI International School as well as the students from the provinces all over the country who have graduated from high school (BacII), to pursue their higher education at BELTEI International University as many as possible.

3.Recruits the foreigners who work in Cambodia and foreign students from other countries in the world to pursue their higher education at BELTEI International University in Cambodia.

3. Vission Mission and Goals

Vision BELTEI International University will become the most well-known university in Cambodia with high quality of education in alignment with national program and international program standards, which is recognized worldwide and inaccordancewiththeBELTEI's.slogan: Mission • Offers students the knowledge, critical thinking skills, analytical skills, communication skills, numeracy skills, information technology skills and English as well as professional life skills and self-esteem.
• Builds the spirit to love nation and motherland, preserve its culture and national identity, obey the state laws and the BELTEI's regulations as well as possess justice, morality, and virtue like a bamboo shoot growing up to bamboo for the future of the country.
• Offers the higher education services ranging from Bridging course, Bachelor's degree to Doctor's degree. Also provides bachelor's degree program in national program (bilingual language = Khmer and English) alignment with the existing international program (English 100%). The curriculums are thoroughly designed to match the program of study, course subjects, and study hours with partner universities abroad, making it easier for students who wish to study oversea.
• Builds the spirit of students to have leadership skills, dare to decide, dare to say, dare to do and dare to respond for their own behaviors.
• Invites special guest speakers who are professionals to conduct presentation on various topics related to each sector in order to offer the students are well as lecturers more important experiences and new ideas to supplementary and enhance the knowledge that they have learnt from the university
Goals
• BELTEI International University's graduated will obtain the higher education of high quality in accordance with national and international standards​ as well as, and be able to transfer to study at overseas universities in the same year as they study at BELTEI International University.
• Graduated students will receive an academic degree, knowledge with high quality education, enough capability in scientific skills, as well as languages which are able to receive a good career to have the national consience and become good citizens in according with the BELTEI's motto: “Quality, Efficiency, Excellence, Morality, Virtue”.

4. History

BELTEI International University is a private higher education institution developed from BELTEI International Institute, which was founded on January 01, 2002, by the Prakas of Ministry of Education, Youth and Sport No. 291 អយក.ប្រក dated on March 25, 2003, Sub-decree of the Royal Government No.97 អនក្រ.បក dated on August 04, 2005, and Sub-decree No. 138 អនក្រ.បក dated on September 06, 2012 about the transformation from BELTEI International Institute to BELTEI International University.

The university's full name in Khmer “សាកលវិទ្យាល័យ ប៊ែលធី អន្តរជាតិ” and in English "BELTEI International University". BELTEI is the acronym consisting of 6 main subjects of the following: BEL comes from Business, Economics, Law and TEI come from Tourism, English, Information Technology.

H.E. Dr. LY Chheng, is a former of BELTEI International Institute and an Advisor to the Council of Ministers and at the present, a member of parliament for Phnom Penh Capital, the Director-General of BELTEI Group and the President of BELTEI International University as well as founder of BELTEI by investing his own private funding to build all these BELTEI School and university campuses.

BELTEI International University, Campus 1 Tuol Sleng, was built on the plot land No. 21, Street 360, Sangkat Boeung Kengkang 3, Khan Chamkarmon, Phnom Penh, Capital City (about 100m, the south of Tuol Sleng Genocide Museum). The University building is a 15-storey building built with concret on the 11, 927 m2 building surface consisting 106 rooms and 44 bathrooms. There are 4 elevators which help enable students to move up and down from floor to floor comfortably. Each classroom is fully air-conditioned and security camera in order to follow up studying and teaching performances of students and lecturers as well as other teaching and learning facilities equiped. Each floor of the university building is accordingly organized as follow:

-The 1st floor (basement) and the 2nd floor for vehicle parking which accommodate up to 100 cars and 500 motorbikes and bikes;
-The 3rd floor, where information and registration counter, Library and E-library for students doing and very comfortable café (learning studio).
-The 4th and 5th floor consists of 22 offices for management team;
-The 6th to 7th floor consists of 22 classrooms;
-The 8th floor is the Cafeteria where Breakfast, Lunch, and Refreshment are served;
-The 9th to 13th floor consists of 53 classrooms;
-The 14th floor is Refreshment Hall which for participants of meeting or workshops
-The 15th floor is the Conference Hall which can accommodate up 700 to 800 people and.

There are 5 main programs such as:
I- Bridging Course II- Foundation Year Course
III- Bachelor's Degree IV- Master's Degreee
V- Doctor's Degree

Taught by national program and international program
I. National Program (Bilingual Language = Khmer & English)
II. International Program (English 100%)

students with good English language proficiency can be transferred to the International Program at the 2nd or 3rd year without any problem, and students can continue to study at BELTEI's partner universities around the world without loss of its academic year (ie. The 2nd academic year can continue to study the 3rd year)

In order to meet the needs of local and international current job market demands,BELTEI IU offers 6 Main Faculties:following:

2. Faculty of Education, Arts and Humanities
3. Faculty of Law and Social Sciences
4. Faculty of Tourism and Hospitality
5. Faculty of Engineering and Architecture
6. Faculty of Information Technology and Science

which has started its operation on February 17, 2013. It was announced it inauguration on August 21, 2014 and highly presided over by Samdech Akka Moha Sena Padei Techo HUN SEN,the Prime Minister of Kingdom of Cambodia.

•BELTEI International University is officially recognized by the Ministry of Education, Youth and Sports and officially accredited by the Royal Government of Cambodia (RGC) via sub-decree No. 138 អនក្រ.បក
dated on September 06, 2012.
•The University obtains full accreditation from Accreditation Commi-ttee of Cambodia (ACC).
•The University has many international educational partners such as the United Kingdom, the United States, Australia, New Zealand, Malaysia, Singapore, and other countries.
•Students can continue their studies at the universities abroad which are our educational partners without wasting their academic years (e.g. Year 2 students can continue to study in year 3).
•BELTEI received the 7th TAYO ASEAN Award from ASEAN.
•BELTEI is recognized by ISO 9001:2008 National Standard No. QMS 006/12 CCD-ISC dated on October 11, 2012 from Institute of Standards of Cambodia.
•BELTEI is recognized by ISO 9001:2008 No. 122964A dated July 20, 2012 from ACM and UKAS of the United Kingdom.

BENEFITS
•Students of each faculty will study with 50% of Khmer lecturers and another 50% of foreign lecturers who are very experienced and skillful in lecturing.
•The curriculum is thoroughly designed in accordance with the international standards matching with the leading universities in the United Kingdom and the United States.
•We have Bridging Course intended to supplement students' English Proficiency for 6 months to 1 year. Students from the age of 15 years old are allowed to attend the course regardless any qualification.
•Students will obtain knowledge, know how and experience from distinguished local and international guest speakers through workshops at the University Conference Hall.
•We offer two types of scholarship to outstanding students for Bachelor's degree and Master's degree:
1. Local Scholarship for studying at BELTEI International University.
2.International Scholarship via Oknha LY Chheng Scholarship for studying abroad at the universities which are our educational partners, many other scholarships offered by the Ministry of Education, Youth and Sport, and many other local and international institutions.
•We also offer local and international study tours:
-Local study tour: internship programs and study tours at many companies, institutions and important historic sites twice or three times per year according to their academic year.
-International study tour: study tours or exchange programs to other countries for 15 days, 1 month, 1term, or 1 semester.
•Outstanding students have the privilege to be selected for recruitment to work in BELTEI.
•Students becoming BELTEI staff will be entitled to a discount of 50% for tuition fee at BELTEI International University.
